Holland Conservation Commission

Minutes of Commission meeting held on October 23, 2012.

7:00 p.m.  Chairperson called the meeting to order.  The minutes of October 9, 2012 were read and accepted and will be distributed.

Present were: Nathan Gumlaw, Chairperson, Marcia Beal, Neal Byrne, Patricia Caron and Marianne Martone.  Absent: James Wettlaufer.

Old Business:
On 10-11-2012 the Holland Conservation Commission hired Richard Polvarari, Town Constable, to deliver to Mr. Robert Benoit of 90 May Brook Rd. the Enforcement Order – 2 attempts were made, to no avail.  On 10-12-2012 Town Constable Ray Korny was hired and was successful in delivering the Enforcement Order to Robert Benoit.

On October 11, 2012 at 5:30 p.m. a site visit to 21 Lakeridge Dr. was made by the Conservation Commission.  Michael Thibeault, Landscape Contractor and Dave Buccelli of DB Tree explained their project to be done for Faith Paul.  We approved the cutting of the 4 marked trees.  We discussed the project and felt that due to the steepness of the property, the repair of the wall, just above the riprap lakefront wall and the complexity of the project, a Notice of Intent will be required and Michael Thibeault was notified of such.

We also visited Neal Byrne’s NOI project, DEP File #184-0283at 29 Lakeridge Dr. where he described his plans

Mail:
We received a Recorded Order of Conditions for John Phelps, DEP File #184-0282.

We received from Pioneer Valley Planning Commission (PVPC) a Notice regarding “the Compact for Pioneer Valley Commission Regional Conservation Agent Program” which we will investigate.

Nathan Gumlaw reported that, 2 weeks ago, he e-mailed Angela C. Panaccione of Brimfield that we are considering hiring her as our Agent at $15.00 per hour on an “as needed basis” and would she be able to change her Brimfield hours to accommodate us.

7:30 p.m.  The scheduled Public Hearing of a Notice of Intent for Neal Byrne’s project, DEP File #184-0283, to repair his lakefront wall at 29 Lakeridge Dr., was held.  No abutters came. He gave us 2 checks.  1)  Paying the Notice of Intent filing fee and 2) the legal ad.  Neal Byrne presented his project.  Marianne Martone made a motion to accept the project, seconded by Nathan Gumlaw and all were in favor of closing the Hearing at 7:50  p.m. Members signed the Order of Conditions.

8:00 p.m.  Brian Boire, Builder presented Procedure Sheet #1503 for Gary Cavaliere of 22 Brandon Street, Map R01-C-09.01 to add a second floor to the existing building.  Since there will be no digging and no change to the water runoff from  the roof, Nathan Gumlaw signed the Procedure Sheet with the condition that a dumpster be on-site.

The meeting was adjourned at 8:10 p.m.
